Health Policy Analysis in Low and Middle Income Countries


The course provides an overview of health and related policies in the developing countries. It illustrates the core elements of health policy analysis: problem definition; background; political, economic, and social landscape; development of policy options; and recommendations. It provides opportunities for written, graphic, and oral presentation skills associated with policy analysis. The course would enable students to learn policy formulation processes. The learning will be based case study cycles of topical issues in health policy that will give students substantive knowledge of the policy making process and key issues in health policy. Relevance of ethics in public health in the context of the discussion of the cases, in-depth historical background related to the policies, will be provided.

By the end of the course, students will be able to develop a fundamental understanding of policy analysis; ability to perform a concise and effective written and oral policy analysis for various audiences; understand current and complex policy issues in political, economic and social context; health financing and insurance; and health reforms; develops technical capacity for analysis and fundamental of health policy-making processes; learn about the environment is which the policy operates; describe ethics in public health and basic dimensions and codes of health ethics.
